Install a domain controller using Install from Media
Let me give you a list

3. Open an elevated command prompt and run the ntdsutil.exe command.
3.1.
At the ntdsutil:
prompt, type Activate instance ntds, and then press Enter.
3.2.
At the ntdsutil:
prompt, type ifm, and then press Enter.
At the ifm: prompt, type create SYSVOL full C:\IFM,
and then press Enter.
3.3.
At the ntdsutil:
prompt, type quit and then press Enter.
3.4. Close the command prompt.
4. Using File
Explorer, copy the contents of the C:\IFM folder to removable storage, such as
a USB memory stick.
5. At the server
computer that you want to promote to a domain controller, install the Active
Directory Domain Services server role in the usual way, either by using Server
Manager, or by using Windows PowerShell.

Select Promote this server as Domain Controller,
6.1.
Select Add a domain controller to an existing
domain
6.2. Select Domain & Click Select
6.3. Provide the Credential of DC
click Install. Your server restarts
during the promotion process. Finally Click Close.
